A group of good-hearted, but incompetent misfits enter the police academy, but the instructors there are not going to put up with their pranks. A newly-elected female mayor requires the police department to accept all recruits, leading to comedic situations and challenges for the misfit cadets. Mahoney, one of the cadets, tries to get himself thrown out but decides to stay when he falls in love. He befriends other cadets and they face bullying from their superiors. Eventually, they are forced into real action during a riot, where they prove their worth and rescue their instructor from a hostage situation. In the end, they graduate with honors.
