In a future where the polar ice-caps have melted and Earth is almost entirely submerged, a mutated mariner fights starvation and outlaw "smokers," and reluctantly helps a woman and a young girl try to find dry land. In this post-apocalyptic world, human population has been scattered across the ocean in isolated communities on artificial islands and decrepit sea vessels. The mariner, an antihero drifter with webbed feet and gills, sails the seas in his trimaran. When he enters an artificial atoll seeking to trade dirt, he becomes the target of pirates known as "Smokers." They are searching for a girl named Enola, who possesses a map to Dryland tattooed on her back. After the Smokers raid the atoll, the mariner reluctantly takes Enola and her guardian Helen with him on his boat. They are pursued by the Deacon, the captain of the Smokers, who wants the map. Along their journey, the mariner warms up to Enola and teaches her to swim. They encounter various challenges, including an underwater trip to gather dirt and the destruction of their boat by the Smokers. Eventually, they find refuge with a new group of survivors on a makeshift atoll. Determined to rescue Enola and stop the Deacon from finding Dryland, the mariner boards the oil tanker Exxon Valdez.
