Prior to the declaration of World War I, dancer Varda Deering was a member of the Austrian secret service, but later became a loyal citizen of the United States. In America, she captivates many men but cares for none of them until she meets Lieutenant John Long. At first, he regards Varda as little more than a social butterfly, but gradually comes to recognize her goodness and falls in love with her. While John is away on a war-related diplomatic mission, Varda agrees to aid the U.S. Secret Service in procuring classified documents from August Von Grossman, an agent whom she had known in Austria.

In this drama, an immigrant barber becomes a US citizen and works hard to uphold his ideals of personal freedom and rights. He is a total supporter of the system, and when he is held-up, decides to reform the criminal by feeding him and finding him work. Later, a local politician attempts to tell people how to vote, but the barber is not swayed and becomes an example to others in his neighborhood.

In Savenay, France, the beautiful Arlette runs the local inn with her grandfather, Chaupin. Starving artist Richard Vale comes to stay at the inn and takes a liking to Arlette, who falls madly in love with him after modeling for his sketches. But when Prince Boissard arrives in Savenay and also takes an interest in Arlette, he makes a deal with the starving artist: Hell make Richard famous is Arlette can be the Princes mistress.

In this propaganda film, athletic silent star George Walsh plays reporter Jack Bartlett, who interviews President Wilson regarding the Fourth Liberty Loan. The story never appears in the paper, however, because its new owner, Otto Crumley, is pro-German. So Jack quits his job and begins canvassing for the Liberty Loans. In the midst of his vigorous campaigning he also halts Crumley's plans to inspire a strike at a munitions plant.
