Charlie Chan is on vacation in Monte Carlo when he gets involved in a case of animosity, death, violence, and retribution. With the combination-safe being the main focus of the investigation, Charlie must navigate through a web of betrayal and deception to uncover the truth.

But Vance is on the case and is looking to see if government secrets have been sold and who has murdered Coe. This is a remake of "The Kennel Murder Case" using aircraft designs and espionage instead of Chinese porcelain and dog shows.
