The story of a poverty-stricken family, one of the countless fringe dwellers in India's slums. A man tries to earn some money by selling aborted fetuses to medical institutes.
Near Chilika lake, there is a cluster of villages inhabited by fisher-folk. They are exploited by the large fishing companies. Raghu, a revolutionary village youth leads the village to confront the fishing company.
Surendra (Om Puri), having been exiled from his village in youth and established himself in the city, comes back to the news of his father's demise, reportedly at the hands of a phantom. He announces a prize for anyone who succeeds in showing him a ghost, which attracts the greed of the poor hungry peasants, resulting in the accusations of innocent people as haunted and even murders with the hope of producing a ghost.
Kalyani (Roy), an intrepid journalist, investigates the rape and murder of a tribal woman by a politician in rural Orissa. Later, she also investigates the criminal activities of a moneylender, becoming increasingly involved in the lives of the tribal people, adopting the child of the dead tribal woman. However, her editor either suppresses or publishes distorted versions of her stories. This is intercut with the journalist’s own troubled married life.
