In the seedy border town of Los Robles, newlyweds Mike and Susan witness a car bomb explosion. Mike, a Mexican government official, suspects the work of the Grandi narcotics ring. The obese and corrupt Capt. Quinlan rebuffs Mike's assistance. However, his partner and a district attorney invite Mike to observe the investigation. Meanwhile, Susan is captured by a small-time crime boss and his gang. As Mike investigates, he accuses Quinlan of framing an innocent suspect. The corrupt Quinlan plots to destroy Mike and frames Susan, leading to a dramatic confrontation and the exposure of Quinlan's criminal activities.
