Split Second (1992)

In a flooded and polluted future London, a serial killer known as Scorpio is terrorizing the city. Detective Harley Stone must track down Scorpio before he kills again, with the help of his new police partner. As the investigation progresses, Stone realizes that Scorpio may not be entirely human.
