In a small fishing village in rural Quebec, the residents scheme to attract a doctor to their town in order to secure tax exemptions. They create a fictional lottery, manipulate the media, and go to great lengths to convince a young doctor to move to their community. As their plan unfolds, comedy and drama ensue, highlighting the lengths people will go to for their own interests.
