After an attack on an oil refinery in Iraq, ex-special forces soldiers Dragon Luo Feng and Chris Van Horne are tasked with escorting civilians to safety. Along the way, they encounter mercenaries, a kidnapping, and a plot to profit off the oil trade. Together, they must fight against the odds to foil the plan and rescue the hostages.
