A Message to the Governor (1998)

In the year 1807, a womanizing British soldier discovers a cave with a broken television. He uses the television to send a message to the governor about an impending attack on the city. As a result, he is transported to the year 1998 where he must find a way to save the city from the attack. Along the way, he encounters various challenges including dealing with the modern world, navigating a psychiatric hospital, and finding a wise man who can help him. With the help of his great-grandson, he uncovers a hidden treasure and uses it to defeat the attackers.
