Men are being murdered by a psycho called "The Telegian," who uses a matter-transmitting device to locate his victims.

A librarian is subject to a scientific experiment which goes wrong and transforms him into 'The Human Vapour'. He uses his new ability to rob banks to fund the career of his girlfriend, a beautiful dancer. The Human Vapour is ruthless in his quest for money and kills anyone who stands in his way, especially police. He soon becomes Tokyo's most wanted criminal. Can he be stopped before he kills again?

After a series of disappearances in Tokyo, it is discovered that a man-eating monster created by radiation is lurking in the city's sewers. The monster, known as the H-Man, melts its victims upon contact. As the police and scientists race against time to stop the H-Man, they uncover a criminal gang involved in illegal activities. With the city in danger, they must find a way to defeat the H-Man before it claims more lives.
