LAPD SWAT officers Jack Traven and Harry Temple thwart an attempt to hold an elevator full of people for a $3 million ransom by an extortionist bomber. When a bomb is rigged on a bus that will explode if its speed drops below 50 mph, Jack races to board the bus and must keep it above the dangerous speed while dealing with criminals on board and identifying the bomber.
