An FBI agent named Gracie Hart is put on a desk job after a mission goes wrong. She is then chosen to go undercover as a contestant in the Miss United States beauty pageant to stop a terrorist group from bombing the event. With the help of a pageant coach, she learns how to act and dress like a contestant. As she investigates, she becomes friends with the other contestants and uncovers a plot to murder one of them. In the end, she stops the terrorists and is chosen as Miss Congeniality.
